because of an apparent failure in a power grid in Oregon. Immediately,speculation abounded: was it the result of terrorism, a computer glytch, an AWOL bird and on an on. The White House seized the opportunity to jump to Code Red, as the November election was near. Apparently, it wasn't any of the options previously stated. It was in fact a man by the name of Dr. Who, with his time machine that had returned from Ancient Rome. Somehow he got word of the horrible presidential decisions being made by Bush Jr. from a Klingon that had fallen into a worm hole.

Dr. Who had come back... um, forward... in time to make sure that Bush, Jr. doesn't set off World War III. Unfortunately, Dr. Who's time machine had appeared inside a power plant feeding energy to Southern California, cutting off power to the whole region, and causing Ilana to curse the heavens for ruining the PowerPoint presentation she was working on.

Apparently electric energy was diverted a new chemical plant outside of Racoon City; that Chemical weapon plant was developing a new virus that destroys brain cells completely. Unfortunately the virus (named Salarium) only destroys 65% of the brain leaving basic motor function and the instinct for hunger. The victims of Salarium feed on others flesh and have lost all organic function except basic locomotion. At first glimpse they may look like 'Zombies" but in reality they are only victims of a terrible man made plague.

Or so it was reported on Channel Four, a newscast that is on the outs because of faulty reporting by one Dan Lesueur. It was a simply computer malfunction. No more, no less. Electricity was restored to the country. Dr. Who turned out to be completely fabricated, and Dan Lesueur was never heard from again.
